Federal Law
The Animal Welfare Act (AWA)
The AWA is the federal law that governs the humane care, handling, treatment, and transportation of animals used in laboratories. The AWA also covers dealers who sell animals to laboratories, animal exhibitors, carriers, and intermediate handlers, dog and cat breeders, puppy mills, zoos, circuses, roadside menageries, and transporters of animals. It excludes retail pet stores, state and county fairs, livestock shows, rodeos, purebred dog and cat shows, and fairs or exhibitions intended to advance agricultural arts and sciences.
The organization charged with enforcing the AWA is APHIS, the Animal and Plant Health Inspection Service, a division of the United States Department of Agriculture (USDA).
A person or organization found in violation of the AWA may face fines and/or imprisonment.

Indiana Appellate Court Decisions

Elisea v. State of Indiana
777 N.E.2d 46 (2002)
Explains inappropriate means of cropping a puppy's ears.

Lykins v. State of Indiana
726 N.E.2d 1265 (2000)
This decision establishes that shelter, containment, and medical care are important parts of long term animal care. It further establishes that financial responsibility extends past the point of impound and any expenses incurred, as a result of proper long term care are the responsibility of the owner. Additional points of interest are, experienced horse owners may give evidence and testimony to establish geographical standards of care, further, if you can not find feed for your animals, but others in your area can you have no excuse for starving your animals.
